Senior International Fellow

A 1993 George Washington Law School alum, Alain is licensed in Maryland and DC, but he has more legal and international experience outside the United States than in it. Alain was a 20 year Foreign Service Officer with the U.S. State Department, where among his contributions he led rule-of-law and environmental security projects.

As a volunteer and Senior International Fellow, Alain came to Government Accountability Project through his decades long association with Senior International Litigator Thad Guyer, who in 1996 was a lawyer volunteer for Alain when he was director of the ABA’s Coalition for International Justice program in The Hague working inside the walls of the International Criminal Tribunal for the former Yugoslavia. Now Alain is advancing rule-of-law and “equality of arms” issues for Government Accountability Project whistleblowers, including at the United Nations Appeals Tribunal in New York.
