General Counsel

Karen Gray is the General Counsel for Government Accountability Project. She joined the Government Accountability Project team as a staff attorney for the Litigation Program in 2003, representing whistleblowers around the country in various segments of the public and private sectors. After becoming General Counsel in 2007, Karen’s primary responsibilities expanded to include serving as legal counsel to the Executive Director and the Government Accountability Project staff at large, and to serve as the legal liaison to the Government Accountability Project Board of Directors. She also continues to serve as a trial attorney for the Litigation Program.

Karen is also the dedicated legal counsel to the Government Accountability Project International Program, representing employees in non-governmental organizations (NGOs) with questionable or ineffective internal justice systems.

A 1996 graduate of the Howard University School of Law, Karen holds a Bachelor of Science Degree in Psychology from Andrews University. After graduating from Howard, Karen became Legal Director for the Family Crisis Center of Prince George’s County, non-profit women’s shelter and resource center dedicated to empowering survivors of domestic violence. Karen also served as the coordinator of the Prince George’s County Domestic Violence Council – a coalition of judges, legal advocates, law enforcement professionals and social service providers strengthening county, state and federal domestic violence protections. In 1999, Karen transitioned into private practice, working as an associate attorney for the Law Offices of Joseph A. Trevino.

Karen is a member of the Maryland and District of Columbia Bar associations, the Metropolitan Washington Employment Lawyers’ Association and the National Employment Lawyers’ Association. Karen is also admitted to practice before the U.S. District Court for the District of Columbia.
